November 2024 California Statewide Propositions
YES on Proposition 2 – Bonds for Public School and Community College Facilities. Legislative Statute.
GPSCC supports Proposition 2 because it aligns with the Green Party’s social justice and equity values. Schools in affluent areas have a parent donor base with sufficient social, political, and economical influence to ensure high quality, safe infrastructure, but those schools in working class neighborhoods have outdated infrastructure and require basic health and safety repairs and upgrades.
YES on Proposition 3 – Constitutional Right to Marriage. Legislative Constitutional Amendment.
GPSCC strongly supports Proposition 3 as it aligns with the Green Party’s Gender equity and respect for diversity Key Values. We believe ensuring marriage equality should go further than our state Constitution and that it must become a federal protection.
YES on Proposition 4 – Authorizes Bonds for Safe Drinking Water, Wildfire Prevention, and Protecting Communities and Natural Lands from Climate Risks. Legislative Statute.
GPSCC strongly supports Proposition 4 as it aligns with the Green Party’s Ecology, Global Responsibility and Sustainability Key Values. The 7 largest wildfires in CA history all occurred within the last 5 years and left many displaced residents facing delayed and inadequate State and Federal assistance. We must support our marginalized communities that are most adversely affected by the climate crisis through funding safe drinking water and clean air, and we need to ensure climate protection, mitigation and emergency services are adequately funded.
YES on Proposition 5 – Allows Local Bonds for Affordable Housing and Public Infrastructure with 55% Voter Approval. Legislative Constitutional Amendment.
GPSCC strongly supports Proposition 5 as it aligns with the Green Party’s Social Justice Key Value and Housing platform. Housing affordability remains the highest concern for working families in CA. Through increased local borrowing to fund affordable housing, supportive housing, and public infrastructure we can serve our communities suffering from housing insecurity and those becoming homeless due to rent increases and evictions.
YES on Proposition 6 – Eliminates Constitutional Provision Allowing Involuntary Servitude for Incarcerated Persons. Legislative Constitutional Amendment.
GPSCC strongly supports Proposition 6 as it aligns with the Green Party’s Social Justice Key Value and Green Party of California’s Criminal Justice platform. We oppose any form of involuntary or punitive servitude imposed on those incarcerated and instead believe job and skill training, education, and rehabilitation must be at the core of a restorative justice-based criminal justice system.
YES on Proposition 32 – Raises Minimum Wage.
GPSCC strongly supports Proposition 32 as it aligns with the Green Party’s Social Justice and Community-Based Economy Key Values. We further support a federal increase in the minimum wage to a living wage that is indexed to inflation and to the regional cost of living.
YES on Proposition 33 – Expands Local Governments’ Authority to Enact Rent Control on Residential Property. Initiative Statute.
GPSCC strongly supports Proposition 33 as it aligns with the Green Party’s Housing platform and Social Justice Key Value. We have supported stronger rent control and renters protection for years and we see the repeal of Costa-Hawkins an essential part of addressing the housing crisis that affects the most vulnerable members of our communities.
NO on Proposition 34 – Restricts Spending of Prescription Drug Revenues by Certain Health Care Providers. Initiative Statute.
GPSCC opposes Proposition 34 because it specifically targets the AIDS Healthcare Foundation which is backing the rent control measure Proposition 33. Prop 34 is funded by the California Apartment Association and was specifically designed to exclude all other healthcare organizations that use the same Drug revenue program. A few other considerations for our opposition are; questions of constitutionality of this proposition, the need to separate the two issues of healthcare and housing, and the need to prevent our ballot measures from being weaponized by similar “revenge” propositions in the future.
No Position on Proposition 35 — Provides Permanent Funding for Medi-Cal Health Care Services. Initiative Statute.
GPSCC takes no position on prop 35, because of concerns raised by the Disability advocacy community about the ambiguities in the prop. Since the managed healthcare tax has been renewed by the legislature for the past 20 years, we do not believe this revenue source to MediCal that contributes 5% of its total budget will simply go away as indicated by proponents of this prop. We acknowledge the advantages in making this tax permanent including some increases to specific services, however concerns remain regarding other services that may be cut resulting in harm to others in certain communities of people with disabilities. Due to those ambiguities, we take no position on this and leave the decision to voters.
NO on Proposition 36 – Allows Felony Charges and Increases Sentences for Certain Drug and Theft Crimes.
GPSCC strongly opposes prop 36 as it is in opposition to the Green Party’s Social Justice Key Value, Green Party of California’s Criminal Justice platform and its stance on respecting bodily autonomy. We oppose forced treatment and institutionalization practices which have been historically used to harm people who are incarcerated and those with physical or cognitive disabilities. Drug use, addiction, and mental health crises are healthcare issues and should be treated as such. We must also address other social factors such as poverty and homelessness with a supportive and restorative approach.
